Biography

Francis Arpan, Ph.D. was born in Wagner, SD and is an enrolled tribal member of the Yankton Sioux Tribe. Currently, he is the Vice President of Student Support at Western Iowa Tech Community College. Prior to joining Western Iowa Tech Community College, he served as the President of Haskell Indian Nations University. Additionally, he has previously worked in higher education at Sisseton Wahpeton College (Agency Village, SD), Aims Community College (Greeley, CO), South Dakota State University (Brookings, SD), Southern New Hampshire University (online), and the University of South Dakota (Rapid City, SD).

Dr. Arpan’s experience in higher education includes executive level administration, academic affairs, student affairs, instruction, research, evaluation, admissions, and academic advising. He has worked in a variety of educational environments and his professional interests focus on education for all, with a human-centered approach to leadership. Aside from a career in higher education, Dr. Arpan served in the US Air Force as an Egress Systems Mechanic.

Dr. Arpan received his Ph.D. in Sociology from South Dakota State University, received a MA in Educational Administration-Higher Education from the University of South Dakota, and received a BS in History/Sociology from Black Hills State University.
